Colombia updates its Strategic Plan for Agricultural Science, Technology, and Innovation (PECTIA)

Bogotá, D.C., October 17, 2025. The Strategic Plan for Agricultural Science, Technology, and Innovation (PECTIA, for its Spanish acronym) is advancing in its update process, led by the Ministry of Agriculture and Rural Development (MADR) in coordination with the Ministry of Science, Technology, and Innovation, the National Planning Department, AGROSAVIA, and with the participation of various stakeholders from the sector.

PECTIA is the instrument that guides the country’s actions to strengthen knowledge, research, and innovation in the agricultural sector, coordinating efforts among the State, academia, the productive sector, and rural communities. Its purpose is to promote a sustainable and competitive transformation of the Colombian countryside, based on knowledge and innovation, with a territorial approach.

PECTIA’s update aims to adjust the Plan to the new challenges of the sector and to respond to current territorial, productive, and environmental dynamics. This participatory process reaffirms the country’s commitment to strengthening the National Agricultural Innovation System (SNIA), created by Law 1876 of 2017, and aligns these with territorial demands identified through the National Dynamic R&D&I Agenda, managed within the framework of the Agricultural Science, Technology, and Innovation Roundtables (CTIA Roundtables).

PECTIA is structured around enabling factors for agricultural science, technology, and innovation, and strategic approaches aligned with sectoral trends and needs, establishing the roadmap for its implementation.

With its update, Colombia reaffirms its commitment to a sustainable, competitive, and inclusive rural development model that recognizes territorial diversity and embraces science and technology as drivers of transformation. This process will include a draft for public consultation to enable a holistic vision, making public participation essential.

The updated PECTIA will be consolidated as a key tool to guide investment, research, and institutional action toward a more modern, equitable, and resilient agricultural sector in the face of future challenges.
